معوقات التنمية المحلية في الجزائر Constraints Of Local Development In Algeria

Résumé: تعتبر عملية التنمية ضرورة حتمية لتطوير المجتمعات المحلية، عن طريق المشاركة الشعبية إلى جانب الجهود الحكومية، لذلك تعمل الدولة الجزائرية وعلى غرار دول العالم بالاهتمام بمختلف مقومات التنمية المحلية. فالعوامل السياسية والإدارية والأمنية والثقافية والاجتماعية وحتى الاقتصادية تلعب دور مهم في تهيئة مناخ التنمية المحلية وأبعادها المختلفة، والتي تعتبر من أسباب عدم نجاحها، في حالة فشل السياسة العامة للدولة في تحقيق المهمة التي أخذتها على عاتقها، والتي كان الشعب ينتظرها، وهي التنمية الوطنية بصفة عامة للأجيال الحاضرة والمستقبلة، فقد تناولنا في هذه الدراسة الايطار النظري للتنمية المحلية ومعوقاتها، و استراتيجيات إعادة بعث التنمية المحلية في الجزائر. The development process is imperative for the development of local communities, through popular participation in addition to governmental efforts. The Algerian state, like the rest of the world, is concerned with the various components of local development. Political, administrative, security, cultural, social and even economic factors play an important role in creating the local development environment and its different dimensions , Which is one of the reasons for its failure to succeed, in the event of failure of the general policy of the state to achieve the task that it has assumed, which the people were waiting for, namely national development in general for present and future generations, This study examines the theoretical framework of local development and its constraints, and the strategies for re-establishing local development in Algeria.
