الإصلاح الإداري مدخل لتحقيق التنمية السياسية

Résumé: إن الإصلاح الإداري والتنمية السياسية عبارة عن آليات تقوم بها الدول لتحسين أدائها العام باعتبار أن أهم وظيفتان للنظام السياسي هي الوظيفة السياسية والوظيفة الإدارية ولكن نطرح في ورقتنا هذه أسبقية جهاز الإدارة العامة كمدخل لتحقيق النضج السياسي كون القرارات السياسية والبرامج والسياسات العامة والقضايا المتعلقة بها كالمشاركة السياسية والإعلام والعدالة في التوزيع ....الخ تشرف عليها أجهزة إدارية وخاصة إذا ما تعلق الأمر بالدول النامية. ولقد توصلنا من خلال دراستنا الى اهمية عملية الاصلاح الاداري التي تكمن في تقليص الدور السياسي لأجهزة الادارة العامة لصالح المؤسسات السياسية وهدا لخلق بيئة مناسبة لتطبيق أسس التنمية السياسية. Administrative reform and political development are mechanisms that countries adopt in order to improve their overall performance, because they are most important two functions of the political system. However, we present in this study the primacy of the public administration apparatus as an entrance to achieve political maturity, since political decisions, programs, public policies, and related issues such as political participation, media, and justice in distribution, ect… it is supervised by administrative bodies, especially if it comes to developing countries. In our study, we have realized the importance of administrative reform, which is represented in reducing the politicak rile of public administration bodies in favor of political institutions, and this is to create an appropriate environment to establish the foundations of political development.
