الأمن الطاقوي العالمي في ظل تأثيرات الحرب الروسية الأوكرانية

Résumé: ملخص: شكلت الطاقة أهم محاور السياسة الدولية، باعتبارها عصب الاقتصاد والصناعة من جهة، ووقود للحرب من جهة أخرى ما يجعلها محل تنافس ومصدر للنزاعات والصراعات والحروب بين الدول؛ والتي تؤثر على استقرار أسواق الطاقة وعلى الأمن الطاقوي للدول سواء مصدرة كانت أو مستوردة. تهدف هذه الدراسة الى معالجة وتحليل موضوع الحرب الروسية الأوكرانية وانعكاساتها على الأمن الطاقوي العالمي، مع تحديد اهم الاسباب والعوامل التي ادت الى هذه الحرب وامتداداتها الجيوسياسية، وتحليل طبيعة وواقع الأمن الطاقوي العالمي، وشبكة التفاعلات الطاقية عبر اوروبا والعالم، وكذا التجاذبات الدولية ومختلف التوجهات التي افرزتها هذه الحرب، ومدى تأثيرها على الأمن الطاقوي العالمي، في ظل رهانات وتحديات يفرضها الواقع الدولي، وبيئة جيوسياسية مضطربة. Abstract: Energy has been the most important axis of international politics, as it is the backbone of the economy and industry on the one hand, and the fuel of war on the other hand, which makes it a subject of competition and a source of disputes, conflicts and wars between states; which affects the stability of energy markets and the energy security of states, whether exporting or importing. This study aims to address and analyzes the issue of the Russian-Ukrainian war and its repercussions on global energy security, identifying the most important causes and factors that led to this war and its geopolitical extensions, analyzing the nature and reality of global energy security, the network of energy interactions across Europe and the world, as well as the international tensions and various trends that resulted from this war, and the extent of its impact on global energy security, in light of the bets and challenges imposed by international reality and a turbulent geopolitical environment.
