إمكانية تطوير النظام الوطني للابتكار بالجزائر على ضوء تجربة ماليزيا

Résumé: كذلك في خطوات لدعم الابتكار , غير أنه هناك مازال حلقات مفقودة , و لحل هذا الإشكال بات من الضروري تطوير النظام الوطني للابتكار كآلية لتوحيد الجهود بين الجامعات ومراكز البحث والمؤسسات الإنتاجية ضمن سياسة وطنية تعتبر توطين ونشر العلم والتكنولوجيا ضمن حدود الوطن قضية ذات أولوية قصوى , و تسخر لها كل متطلبات النجاح للتحول من اقتصاد الريع الموجهة غالبية مداخيله للبنى التحتية و السياسة الاجتماعية إلى اقتصاد معرفي منتج ذراعيه التكنولوجيا و السوق. وفي هذا السياق سوف نعرض تجربة ماليزيا التي استطاعت أن تحقق نتائج اقتصادية واجتماعية مبهرة من خلال تطويرها لنظام وطني للابتكار , وحققت بفصله طفرة علمية وتكنولوجية في فترة وجيزة , ما مكنها من الانضمام إلى الدول الأكثر جاذبية للاستثمار والابتكار في العالم , لذلك سوف نحاول استخلاص منها ما يمكن أن نستفيد منه لتطوير النظام الوطني للابتكار بالجزائر Algeria has make efforts for developing her higher education and scientific research and innovation, but this efforts still insufficient and require the general system approach, than for resolve this problem has become necessary to develop the national innovation system as a mechanism to unify efforts between universities and research centers and productive enterprises within national policy considers resettlement and dissemination of science and technology within the borders of the country issue of the highest priority, making her all the requirements for the success to transformation the rent economy her majority income directed to infrastructure and social policies to the knowledge and productive economy. Malaysia has can success to developing her National Innovation System, and achieved big steps of developing sciences and technologies in the short time, and become attractive for investment and innovation in the world. So in this article, we'll present the NIS of Malaysia, and we'll extraction of them the experiences, when we can use them to developing a national innovation system in Algeria.
