الثابت والمتغير في السياسة الخارجية الجزائرية اتجاه ليبيا

Résumé: ملخص: تحاول هذه الدراسة تسليط الضوء على الثابت والمتغير في السياسة الخارجية الجزائرية اتجاه الأزمة الليبية، وذلك من خلال دراسة مدى نشاط وتطور الدبلوماسية الجزائرية وكيف تعاملت مع مختلف الأحداث والتطورات التي شهدتها ليبيا منذ المحطات الأولى للأزمة مرورا بسقوط نظام معمر القذافي إلى العمل من أجل إعادة بناء الدولة الليبية. لقد تبنت السياسة الخارجية الجزائرية جملة من المبادئ والركائز والتي ظلت وإلى حد كبير وفية وملتزمة بها منذ الاستقلال، خاصة تلك المتعلقة برفض كل أشكال التدخل الخارجي في الشؤون الداخلية للدول موقنة بأن هذه التدخلات خاصة في فترة النزاعات والحروب إنما تزيد من تعقيدات هذه الأزمات ولا تبحث عن الحلول، وقد شكلت الأزمة الليبية ومنذ بداياتها الأولى تأكيدا آخر لمواقف السياسة الخارجية الجزائرية والتي دعت إلى ضرورة الاحتكام إلى الطرق السلمية في حل هذه الأزمة وقد دعت في أكثر من مرة على أن حل الأزمة الليبية لن يكون إلا عن طريق الليبيين أنفسهم، وبذلك كان رفضها للتدخل الدولي في ليبيا. Abstract: This study attempts to shed light on the fixed and variable Algerian foreign policy towards the Libyan crisis by examining the activity and development of Algerian diplomacy and how it dealt with the various events and developments in Libya since the first stations of the crisis and the fall of Muammar Gaddafi's regime to work for the reconstruction of the state. The Algerian foreign policy has adopted a set of principles and pillars that have been largely faithful and committed since independence, especially those related to the rejection of all forms of external interference in the internal affairs of countries. These interventions, especially in times of conflict and wars, increase the complexity of these crises and do not seek The Libyan crisis, since its early beginnings, has been another confirmation of the positions of the Algerian foreign policy, which called for the need to resort to peaceful means in resolving this crisis and has called on more than once that the solution of the Libyan crisis will be only by the Libyans themselves, International intervention in Libya.
