مدى تطبيق معايير ضمان جودة التعليم العالي في الجزائر – نموذج خلية ضمان الجودة بجامعة قاصدي مرباح ورقلة-

Résumé: ملخص : تهدف هذه الدراسة إلى إبراز الدور الفعال لخلايا ضمان الجودة في مؤسسات التعليم العالي من خلال عرض نموذج لخلية الجودة بجامعة قاصدي مرباح ورقلة والتي تسعى جاهدة لتطبيق المعايير التي نص عليها المرجع الوطني للجودة، ومن أجل تحقيق هذا الهدف تم الاستعانة بالتقرير الصادر عن خلية الجودة بجامعة ورقلة وتحليل النتائج المتحصل عليها، وقد توصلت الدراسة إلى مجموعة من النتائج أهمها أن هناك تطبيق لبعض المعايير التي نص عليها الدليل الوطني لمعايير الجودة، وهذا ما يؤكد بأن خلية الجودة بجامعة ورقلة تسعى جاهدة للحرص على تطبيق هذه المعايير، ومدى وعي أعضاء الخلية بأهمية هذه المعايير في تحسين أداء جامعة ورقلة بشكل عام وكلية الاقتصاد بشكل خاص، إلا أن هناك بعض النقائص والعراقيل التي حالت دون تطبيق عدة معايير وصعوبة تقييمها، وقد قدمت هذه الدراسة مجموعة من التوصيات أهمها التركيز على تطبيق أهم المعايير المعمول بها عالميا في ضمان الجودة والتي تستخدم في عملية التقييم من قبل الهيئات والمواقع العالمية لتصنيف الجامعات و الحرص على تطبيقها. الكلمات المفتاحية : معايير الجودة؛ المرجع الوطني؛ مؤسسات التعليم العالي؛ خلايا الجودة؛ اللجنة الوطنية لضمان الجودة. Abstract: The aim of this study is to highlight the role of quality assurance units in institutions of higher education through presenting a model of quality unit at Qassidi Merbah university, Ouargla, which attempts to apply the standards stipulated by the National Quality Reference. Therefore, the study demonstrated several results, the application of National Quality Standards was the most significant, which confirms that the quality unit at the University of Ouargla strives to ensure the application of these standards, in addition, the unit members are extremely aware on the importance of these standards in improving the performance of the University of Ouargla generally and the Faculty of Economics particularly. Yet there are some deficiencies and obstacles that prevented both, the application of several standards and the difficulty of evaluation, Thus this study presented a set of recommendations, the most significant is that the focus must be on the application of international standards in quality assurance, which are used in the evaluation process by international bodies and sites to classify universities and ensure their application.
