السياسات العمومية الداعمة للمؤسسات الصغيرة والمتوسطة والمؤسسات الناشئة في الجزائر

Résumé: تهدف هذه الدراسة إلى تسليط الضوء على السياسات العمومية الداعمة للمؤسسات الصغيرة والمتوسطة والمؤسسات الناشئة في الجزائر، والنتائج التي أسفرت عنها، حيث تم الاعتماد على المنهج الوصفي الملائم لغرض وصف المؤسسات الصغيرة والمتوسطة والمؤسسات الناشئة ومختلف التحديات والعراقيل التي تعترضها، وكذا تحليل السياسات العمومية الداعمة لها بالجزائر، وقد توصلت الدراسة إلى أن الجزائر دعمت تلك المؤسسات عن طريق إطار تشريعي منظم، وزارات خاصة، هياكل دعم ومرافقة، امتيازات جبائية، بالإضافة إلى سياسة التعليم المقاولاتي، التي من شأنها ترسيخ الثقافة المقاولاتية وخلق التوجه المقاولاتي، ويعد ارتفاع عدد المؤسسات الصغيرة والمتوسطة والمؤسسات الناشئة المستمر في الجزائر دليلا على فعالية السياسات العمومية المتبعة من طرف الدولة، لكن لابد من التركيز على القطاعات المنتجة، لأنها ستساعد الجزائر على الرفع والتنويع من صادراتها، وبالتالي التخلص من التبعية النفطية. This study aims to shed light on the public policies that support SMEs and startups in Algeria, and the results that came out of it. To prepare this study, we relied on the descriptive method to describe SMEs and startups and the various challenges they face, in addition to analyze the public policies that support them in Algeria . The study found that Algeria supported these institutions through an organized legislative framework, special ministries, accompaniment structures, and tax concessions, in addition to the entrepreneurial education policy, which would consolidate the entrepreneurial culture and create an entrepreneurial orientation. The number of SMEs and startups is continuing to increase in Algeria, which can be considered evidence of the effectiveness of public policies adopted by the state, but the focus must be on the productive sectors because they will help Algeria increase and diversify its exports, and thus get rid of oil dependency.
