استخدام تكنولوجيا الاتصال الجديدة في تسيير الأرشيف: دراسة ميدانية لبلدية ورقلة نموذجا

Résumé: إن تكنولوجيا الاتصال الجديدة تسهل على مستخدميها تعاملاتهم في الحياة اليومية وداخل أماكن عملهم، ونظرا لكونها ضرورية لدى الأفراد والمؤسسات أصبحت تكنولوجيا الاتصال الجديدة تمثل القلب النابض للإدارات، وفي ظل سعي الجزائر إلى الالتحاق بركب الدول المتطورة، فهي تحاول حاليا تجسيد فكرة الإدارة الإلكترونية، وفي هذه الدراسة حول استخدام تكنولوجيا الاتصال الجديدة في تسيير الأرشيف ببلدية ورقلة، وُجد أن القائمين على البلدية يسعون لإقامة دورات تكوينية معرفية حول كيفية استخدام الوسائل التكنولوجية الجديدة. وتعتبر التكنولوجيات الجديدة الأكثر استخداما في تسيير الأرشيف حيث، أنها و لما تحمله من برامج وأدوات تساعد على ترتيب الأرشيف من خلال عملياتالتخزين و الحفظ والاسترجاع من أجل تغيير النظام الإداري للبلدية من نظام تقليدي إلى نظام شبكي يعتمد على استخدام برامج الأرشفة الكترونية منرقمنه للوثائق، فتوفّر الوصول إلى المعلومات المخزنة،فاستخدام تكنولوجيا الاتصال الجديدة في أرشفةالوثائق يعتبر قفزة نوعية. ويبرز من خلال هذه الدراسة أنّ الاهتمام الكبير لعمال بلدية ورقلة بالتكنولوجيات الاتصالية الجديدةساهم في تحسين أداء العمال، ورفع وتيرة العمل حيث أصبح العمال يمتازون بالسرعة و الكفاءة و الدقة في العمل. The new technologies of communication make the works of the users easy in their daily life,because it is very necessary for the individuals, etablisments and administration In this field, Algeria tries hard to follow the developed countries. So it applies the idea of electronic administration. This study is about, the use of the new technology of communication in the dealing with the archive in the municipality of Ouargla for that, it found that their responsibles are doing for national and informational setions about how to use the means of new technology it is the most used in dealing with the archive from the processes of storage, conservation and the way of returns for the goal of changing the traditional system of administration of the municipality to a new electronic one focuses on the use of the electronic programmes as the digital documents. This study shows that big interest of the works of the Ouargla's workers about the new technology: - Makes the works easy and fast - It make it effective and accuracy. - It is very positive for the workers despite the difficulties they face about the electronic archive.
