متطلبات تفعيل الرقابة المصرفية و تأثيرها على الأداء المالي للبنوك التجارية الجزائرية بإستخدام نموذج –crafte- - دراسة حالة البنك الخارجي الجزائري (bea)

Résumé: سلطت الدراسة الضوء على مضمون الرقابة المصرفية وتفعيل آلياتها لتقييم الآداء المالي للبنوك التجارية باستخدام نظام CRAFTE المؤسس على مجموعة من المقومات التي تكشف عن مواطن الضعف في الأداء المالي للبنوك وتوجيه إجراءات الرقابة لتدارك هذا الضعف قبل حدوث الأزمة، وتهدف هذه الدراسة لتطبيق هذا النظام على البنك الخارجي الجزائريBEA خلال الفترة (2012-2015) وذلك لتحديد مدى سلامة أدائه المالي ومدى تفعيل آليات الرقابة عليه . وقد وصلت الدراسة إلى أن البنك يمتلك نسبة ملاءة جيدة تمكنه من مواجهة المخاطر التي تواجهه ويحقق أرباح جيدة نوعا ما تضمن له الاستمرارية، إلا أن أداءه غير مرضي فيما يتعلق بالسيولة و عليه يجب إتخاذ إجراءات فورية لتقوية مركز السيولة في البنك لمواجهة الإلتزامات الفورية. The focused on the concept of banking supervision and the mechanisms to evaluate the financial performance of commercial banks using the CRAFTE system, which is based on a set of elements that reveal weaknesses in the financial performance of banks and guide the control measures to rectify this weakness before the crisis. The study aims to apply this system to the external bank Algerian BEA during the period (2012-2015) In order to determine the solidity of its financial performance and the effectiveness of the mechanisms of control The study concluded that the bank has a good solvency ratio to face the risks it faces and achieves a fairly good profit to ensure its continuity. However, its performance is unsatisfactory with regard to liquidity. Therefore, measures should be taken to strengthen the Bank's liquidity position to meet commitments
