النظام القانوني لأملاك البلدية في ظل التشريع الجزائري
Résumé: يتناول هذا المقال مدى توفيق المشرع الدستوري الجزائري في ضبط و حصر النظام القانوني لأملاك البلدية في ظل قوانين البلدية المتعاقبة و قانون الأملاك الوطنية بمختلف تعديلاته,و تبيان أهم ما جاءت به هذه النصوص حول أملاك البلدية ودرجة استقلالية البلدية والممثلة في الجظالس المنتخبة في تسيير أملاكها الوطنية في ظل تمتعها بالشخصية القانونية المعنوية و الذمة المالية المستقلة, بما يضمن و يكفل عدم تدخل الإدارة المركزية في عملية تسيير أملاك البلدية. This article deals with the extent to which the Algerian constitutional legislator succeeded in controlling and limiting the legal system for municipal property in light of successive municipal laws and the National Property Law with its various amendments, and explains the most important things that these texts stated about municipal property and the degree of municipal independence, which is represented by the elected councils in managing its national property. In light of its enjoyment of legal legal personality and independent financial liability, which ensures and ensures that the central administration does not interfere in the process of managing municipal property.
