"مساهمة إدارة الموارد البشرية في تحقيق الابداع الإداري دراسة حالة: مديرية اتصالات الجزائر- بالوادي "

Résumé: "تهدف هذه الدراسة الى معرفة مدى مساهمة إدارة الموارد البشرية في تحقيق الابداع الإداري في مؤسسة اتصالات الجزائر لولاية الوادي وجميع فروعها على كامل التراب الولاية، ففي ظل التطورات التي يشهدها عالم الاعمال تلعب إدارة الموارد البشرية بجميع ابعادها (التدريب والتطوير، التعويضات والحوافز، التمكين، تقييم الأداء) دورا حاسما في تشجيع الابداع في المؤسسات، سواء عبر توظيف وتطوير الكوادر البشرية المبدعة، او انشاء بيئة عمل ملائمة ومحفزة لتعزيز الابداع. وتطبيقيا تم الاعتماد على المنهج الوصفي التحليلي والحصول على المعلومات اللازمة بتصميم استبانة تم توزيعها على80 عينة دراسة المتمثلة في موظفي مؤسسة اتصالات الجزائر لولاية الوادي وجميع فروعها، ثم تم جمع وتحليل البيانات واختبار الفرضيات باستخدام الحزمة الإحصائية للعلوم الاجتماعية SPSS. وقد خلصت الدراسة بجانبيها النظري والتطبيقي الى ان ادارة الموارد البشرية تساهم في تحقيق الابداع الإداري باعتبار ان المورد البشري هو المصدر الرئيسي للإنتاجية والابداع في المنظمة. وايضا للإبداع أهمية بالغة فهو احد الخصائص المهمة للمنظمات. تحقيق مستوى مرتفع لأداء الموارد البشرية بمديرية اتصالات الجزائر محل الدراسة يظهر من خلال اهتمام المديرية بتقديم التكوين المناسب لعمالها قصد تحسين أدائهم . " "This study aims to determine the extent of the contribution of human resource management to achieving administrative creativity in the Algerian Telecommunications Company in the state of El Oued and all its branches across the entire state. In the midst of the developments witnessed in the business world, human resource management in all its dimensions (training and development, compensation and incentives, empowerment, performance evaluation) plays a crucial role in encouraging creativity in organizations, whether through the recruitment and development of creative human resources or the creation of a suitable and stimulating work environment to enhance creativity. Practically, a descriptive-analytical approach was adopted, and the necessary information was obtained by designing a questionnaire distributed to 80 study samples representing the employees of the Algerian Telecommunications Company in the state of El Oued and all its branches. Subsequently, the data was collected, analyzed, and hypotheses were tested using the SPSS statistical package for social sciences. The theoretical and applied aspects of the study concluded that human resource management contributes to achieving administrative creativity, considering that the human resource is the main source of productivity and creativity in the organization. Furthermore, creativity is of utmost importance as it is one of the important characteristics of organizations. The study revealed that achieving a high level of human resource performance in the Algerian Telecommunications Company Directorate under study is evident through the directorate's interest in providing appropriate training to its employees in order to improve their performance.
