دور التحقيق المصوب في تعزيز آليات الرقابة الجبائية على المؤسسات الاقتصادية، دراسة حالة بمديرية الضرائب لولاية غرداية

Résumé: تهدف الدراسة إلى إبراز دور التحقيق المصوب في تعزيز آليات الرقابة الجبائية، من خلال كونها إجراء انتقادي لمعرفة مدى التزام المؤسسات الاقتصادية بالقواعد والمبادئ الجبائية لضمان تحصيل الضرائب من المكلفين بالضريبة حفاظا على المال العام، وقد تم اختبار ذلك عن طريق دراسة حالة تحقيق مصوب على ملف جبائي لمؤسسة اقتصادية على مستوى مديرية الضرائب لولاية غرداية. خلصت الدراسة إلى أن التحقيق المصوب يعتبر من أهم أشكال الرقابة الجبائية كونه يعتمد على فترات قصيرة للتحقيق ومواضع عدم التزام ضريبي محددة، مما يعطي النجاعة أكثر لتفعيل إجراءات الرقابة الجبائية من جهة وسرعة اكتشاف النقص والاغفالات في تصريحات المكلفين بالضريبة من جهة أخرى. The study aims to highlight the role of corrected investigation in strengthening fiscal control mechanisms, by being a critical procedure to determine the extent of economic institutions’ commitment to tax rules and principles to ensure the collection of taxes from taxpayers in order to preserve public money. This was tested by studying a case study of corrected investigation on an institution’s tax file. Affiliated with the State Tax Directorate in Ghardaia. Our study concluded that proper investigation is one of the most important forms of oversight, as it relies on short investigation periods and specific areas of tax non-compliance, which gives more efficiency to tax oversight procedures and speed in discovering deficiencies and omissions in taxpayers’ statements.
