الصكوك الوقفية كآلية لتحقيق التنمية الشاملة المستدامة

Résumé: هدف هذه الدراسة الى تسليط الضوء على الصكوك الوقفية باعتبارها آلية من آليات التمويل الإسلامي التبرعي التي تحقق التنمية الشاملة المستدامة لاسيما وأن هناك علاقة وثيقة بين الوقف ومرامي مصطلح التنمية المستدامة التي تعني الحد الأمثل من التداخل بين أبعاد مختلفة اقتصادية اجتماعية، بيئية وابعاد اخرى. للوصول إلى هذا الهدف تم التطرق أولا الى مفهوم التنمية المستدامة مرورا إلى الصكوك الوقفية لتبيان مفهومها وأهميتها وأخيرا حاولنا من خلال هذه الدراسة ابراز الأغراض التنموية للصكوك الوقفية في إطار التنمية الشاملة لتحقيق الاستدامة فيها من خلال معالجة المجتمع من مشكلات تمويلية تعرقل العملية التنموية في شتى المجالات. وقد خلص البحث إلى نتيجة مؤداها أن الصكوك الوقفية كآلية من آليات التمويل التكافلي الوقفي تعتبر عاملا من عوامل تحقيق مرتكزات التنمية المستدامة بأبعادها المختلفة This study aims to shed light on the endowment instruments as a mechanism of donating Islamic financing mechanisms that achieve the comprehensive sustainable development, especially since there is a close relationship between the endowment and the term of sustainable development, which means optimum overlap between different dimensions of economic, social, and environmental and so on. In order to reach this goal, we addressed the concept of sustainable development; then, we bring to light the concept and importance of Waqf-linked Sukuk; finally, we tried through this study to highlight the developmental objectives of as part of the comprehensive sustainable development. In addition, the funding problems of the community, which hamper the development process in various fields, has addressed by this kind of Sukuk. The result that could concluded in this research is that the Waqf-linked Sukuk as a mechanism of Takaful endowment funding mechanisms considered a factor in the achievement of the pillars of sustainable development in different dimensions.
