الأمن الطاقوي وفرص تعزيز المكانة الإقليمية للجزائر

Résumé: أدى الاهتمام المتزايد بالأمن الطاقوي على المستوى العالمي إلى محاولات التأثير على توزيع الموارد الطاقوية التي تتحكم فيها بعض الدول خاصة في ظل التحولات الناجمة عن الأزمات والحروب، ما انعكس على الواقع الجيوسياسي العالمي بشكل مباشر. وإذ تصنف الجزائر من ضمن الدول التي تقع في مركز الإهتمام الدولي في سياق هذه التحولات كغيرها من الدول النفطية، تبحث هذه الورقة مساءلة استراتيجية تنويع مزيج الطاقة في الجزائر للتقليل من الإعتماد على الطاقة الأحفورية من خلال فحص محاولة تصميم ونمذجة نظام واسع النطاق للرياح الكهروضوئية المتصل بالطاقة النووية والشمسية. بهدف اختبار طبيعة العلاقة بين الأمن الطاقوي والمكانة الإقليمية للدول، وكيف تؤثر تحولات الطاقة على السياسات الخارجية للاعبين الرئيسيين في معادلة الطاقة في ظل الإنتقال الطاقوي لتحقيق أمن طاقة مستدام في الجزائر. وقد تم الاستعانة بالمنهج التحليلي والجانب الإحصائي لقراءة واقع أمن الطاقة وسبل استدامته بالقدر الذي يؤمن مكانة إقليمية للجزائر. The growing interest in global energy security has led to attempts to influence the distribution of energy resources controlled by some States, especially in the light of shifts resulting from crises and wars, which are directly reflected in the world's geopolitical realities. Classifying Algeria as one of the States at the center of international attention in the context of these transformations as other oil States, this paper examines the accountability of Algeria's energy mix diversification strategy to reduce reliance on fossil energy by examining the attempt to design and model a large-scale nuclear and solar-related photovoltaic wind system. In order to test the nature of the relationship between energy security and the regional status of States, and how energy shifts affect the foreign policies of the main players in the energy equation under the energy transition to achieve sustainable energy security in Algeria. The analytical and statistical approach has been used to read the reality of energy security and its sustainability to the extent that it secures Algeria's regional standing.
