السياسة السياحية في الجزائر بين الواقع والمأمول - ولاية الوادي أنموذجا -

Résumé: تهدف هذه الورقة إلى إبراز دور السياحة في عملية التنمية الشاملة والمحلية وماهية السياسات السياحية التي تتبعها الجزائر للنهوض بعجلة التنمية، وتسليط الضوء على الواقع السياحي بولاية الوادي ودور البرامج والمشاريع السياحية لولاية الوادي في تحقيق التنمية الشاملة والمحلية. إن الإمكانيات السياحية في الجزائر قادرة على جعلها بلدا سياحيا ينافس الدول الرائدة في القطاع السياحي نظرا لامتلاك الجزائر لمؤهلات كبيرة من بنى تحتية وحظائر فندقية قادرة على استيعاب السياح، إلا أن غياب الاستغلال الأمثل لهذه الإمكانات انعكس سلبا على تحقيق التنمية المحلية، كما أن فعالية السياسات السياحية تقتضي بوجود مؤسسات فعالة قائمة على تنفيذ وتجسيد البرامج والمشاريع المسطرة مما يسهم في نجاعتها في تحقيق التنمية الشاملة. This paper aims to highlight the role of tourism in the comprehensive and local development process and what are the tourism policies followed by Algeria to advance the development wheel. Also , to shed light on the tourism reality in the state of the valley and the role of tourism programs and projects for the state of the valley in achieving comprehensive and local development. The tourism potential in Algeria is able to make it a tourist country that competes with the leading countries in the tourism sector due to Algeria’s possession of large qualifications of infrastructure and hotel sheds capable of accommodating tourists. It requires the existence of effective institutions based on the implementation and realization of established programs and projects, which contributes to their effectiveness in achieving comprehensive development
