حوكمة الامن الغدائي في البلاد العربية على ضوء بعض المؤشرات.

Résumé: يستعرض المقال اشكالية حوكمة الامن الغدائي في البلاد العربية في ظل العجز عن سد الفجوة الغدائية وعدم تحقيق الاستقرار في مؤشرات الأمن الغدائي التي ترتبط بقضايا سياسية واجتماعية واقتصادية وبيئية كثيرة ، كالجوع ونقص التعدية وتقلبات المناخ والاستقرار والصدمات وتكاليف الغداء وعدم المساواة و مستوى الاكتفاء الذاتي من الموارد الأساسية، رغم وجود بعض الاستراتيجيات التي تركز على الاستثمار في مجالات حيوية كالتنمية الزراعية والثروة الحيوانية بهدف حصر مساحة المناطق الجافة وزيادة مشاريع انتاج السلع الغدائية ، وذلك من خلال التركيز على ضرورة حوكمة آليات التخطيط والتنفيذ و تكامل سياسات العمل العربي المشترك لضمان مواجهة تحديات الأمن الغدائي وتحسين مؤشراته ذات العلاقة بعوامل وأسباب كثيرة كظهور جائحة كوقيد-19 و اندلاع الحرب الروسية الأوكرانية بالإضافة الى الازمات الاقتصادية والمالية و تقلبات الأسعار و التغيرات المناخية ، مادام أن الحوكمة الغدائية لا تكتفي فقط بعامل تحقيق القدرة على توفير الغداء و ضمان سلامته و إنما تساعد أيضا على تحقيق الصمود أمام الأخطار المحتملة والتقليل من الاعتماد على الخارج . The article reviews the problem of food security governance in the Arab countries in light of the inability to bridge the food gap and the lack of stability in food security indicators that are related to many political, social, economic and environmental issues, such as hunger, lack of encroachment, climate fluctuations, stability, shocks, lunch costs, inequality, and the level of self-sufficiency in basic resources Despite the existence of some strategies that focus on investment in vital areas such as agricultural development and livestock, with the aim of limiting the area of dry areas and increasing projects for the production of food commodities, by focusing on the need to govern planning and implementation mechanisms and the integration of joint Arab action policies to ensure meeting the challenges of food security and improving its indicators. Related to many factors and reasons such as the emergence of the COVID-19 pandemic and the outbreak of the Russian-Ukrainian war in addition to the economic and financial crises, price fluctuations and climate changes, as long as food governance is not only a factor in achieving the ability to provide lunch and ensure its safety, but also helps to achieve resilience. In front of the potential dangers and reduce dependence on the outside.
