مساعي الجزائر في تطبيق الاقتصاد الدائري - دراسة لتجارب بعض المؤسسات الاقتصادية -

Résumé: هدفت الدراسة إلى ابراز وتحليل الجهود المبذولة من طرف الحكومة الجزائرية للحد من مشكل النفايات عن طريق وضع سياسات وبرامج لتطبيق مبادئ الاقتصاد الدائري الذي لا مكان فيه للنفايات،و يعمل على تنمية شاملة ومستدامة لحماية البيئة والموارد ككل من جهة، وخلق ثروة اقتصادية اضافية والنهوض بالاقتصاد من جهة أخرى. ومحاولة عرض لتجارب مؤسسات اقتصادية شجعتها الحكومة للاستثمار في مجال تدوير النفايات من الورق والبلاستيك والزيوت الصناعية المستعملة. وأظهرت النتائج أن الجزائر مازالت عاجزة على تطبيق مبادئ الاقتصاد الدائري والاستثمار في مجال تدوير النفايات رغم الجهود المبذولة، وخاصة في مجال إعادة تدوير الزيوت الصناعية المستعملة لأنها تتطلب تكنولوجيا عالية ورؤوس أموال ضخمة. The study aimed to highlight and analyze the efforts made by the Algerian government to reduce the problem of waste by developing policies and programs to apply the principles of circular economy, where waste has no place, and works on comprehensive and sustainable development to protect the environment and resources as a whole, on the one hand, and create additional economic wealth and An attempt was made to demonstrate the experiences of economic institutions encouraged by the government to invest in recycling waste paper, plastic and used industrial oils. The results showed that Algeria was still unable to implement the principles of circular economy and investment in waste recycling despite efforts, especially in the area of recycling used industrial oils because it required high technology and large capital.
