استراتيجية تقييم الأداء الوظيفي بقطاع الجماعات المحلية - قراءة في أحكام المنشور الوزاري رقم 2409 المؤرخ في 20 مارس 2022 -

Résumé: هدفت الدراسة إلى التعرف على أهم خطوات وتوجهات السلطات المركزية الرامية إلى تطوير وعصرنة تسيير الموارد البشرية بقطاع الجماعات المحلية، ومن بين أهم هذه الخطوات استحداث سلسلة جديدة من الخدمات المتعلقة بتقييم الأداء عبر صدور المنشور الوزاري رقم 2409 المؤرخ في 20 مارس 2022 الصادر عن وزارة الداخلية والجماعات المحلية والتهيئة العمرانية. نستنتج من هذا التنظيم الجديد أن الدائرة الوزارية تعمل على تفعيل مؤشر الترقية ومؤشرات أخرى سابقة بالنظام المعلوماتي الشامل والمندمج لتسير الموارد البشرية عبر قطاع الجماعات المحلية، حيث تسعى إلى ترقية هذا النظام إلى لوحة قيادة اجتماعية إلكترونية. This study aimed to identify the most important steps and directions of the central authorities in developing and modernizing the management of human resources in the local government sector. Among the most important of these announced steps is the development of a new series of services is the evaluation of the performance of Ministerial Circular No. 2409 dated March 20, 2022 issued by the Ministry of Interior, local authorities and Urban Development. Ultimately, through this new organization; the ministerial department is working to activate the promotion indicator, and other previous indicators in the comprehensive, and integrated information system for the flow of human resources across the local government sector. It seeks to upgrade this system to an electronic social dashboard.
