البيئة الإعلامية الجديدة في الوطن العربي" المفاهيم و الضوابط " " The New Media Environment In The Arab World " Concepts And Controls

Résumé: شهدت الممارسة الإعلامية تغيرات كبيرة خاصة في ظل تطور تكنولوجيات الإعلام والاتصال و التي ارتبطت بشبكة الانترنت، ساهمت هذه الأخيرة بفضل تطبيقاتها بروز مسمى حديث أطلق عليه مصطلح الإعلام الجديد ، إلا أن هذا الأخير و بفعل غياب القواعد القانونية التي تنظم النشر الالكتروني واستخدام شبكة الانترنت، فتح المجال للفوضى وخلق نوع من الفراغ القانوني خاصة في الوطن العربي، و ذلك راجع لعدم تحيين المنظومة القانونية في مجال الإعلام الالكتروني بما يتواءم و التطور التكنولوجي الحديث ، وسنحاول من خلال هذه الورقة البحثية الوقوف عند الضوابط الأخلاقية والقانونية للإعلام الجديد و أخيرا تقديم المشكلات القانونية المثارة في هذه البيئة الإعلامية الجديدة . abstract: The media practice has known a great changements especially in light of the development of the technologies of information and communication which is related to the internet ,The applications of the internet have contributed to the appearance of a the new media , but this one and by the luck of the legal rules who organizes the electronic publishing and the use of internet , has opened the field to chaos and the creation of some sorts of legal vacuum , especially in the arab world and this is due to the absence of modernisation of the legal system in the field of electronic media in line with modern technological development,Through this research we try to stand at the ethical and legal control of the new media, and finally to introduce the legal problems recalled in this new media area .
