الجامعات الجزائرية من النهج التقليدي الى النهج الريادي: استشراف مسار التحول على ضوء تجارب دولية رائدة

Résumé: ملخص: تهدف هذه الدراسة إلى استشراف مسارات التحول الاستراتيجي للجامعات الجزائرية من النموذج التقليدي إلى النموذج الريادي، وذلك باستخدام منهجية وصفية تحليلية لتقييم الأطر والسياسات الضرورية لهذا التحول في ضوء التجارب الدولية الرائدة. توصلت الدراسة إلى أن التحول نحو النموذج الريادي يُعد ضرورة استراتيجية لدعم الاقتصاد الجزائري وتعزيز قدراته التنافسية في مواجهة التحديات المستقبلية، إلا أن هذا التحول يواجه تحديات هيكلية بارزة تشمل محدودية التمويل، وضعف ثقافة ريادة الأعمال، وقلة التفاعل مع القطاعات الإنتاجية. وللتغلب على هذه العقبات، أوصت الدراسة بضرورة تطوير برامج تعليمية تدمج ريادة الأعمال بأساليب عملية وتفاعلية، والعمل على تعزيز ثقافة الريادة داخل الحرم الجامعي، بالإضافة إلى بناء شراكات استراتيجية مع الفاعلين المحليين والدوليين لدعم الابتكار وتوفير التمويل اللازم. كما أكدت الدراسة أهمية تبني الجامعات الجزائرية لمقاربات شمولية ومرنة تستفيد من التجارب العالمية الناجحة مع مراعاة تكييفها وفقًا للسياق المحلي. وخلصت الدراسة إلى أن نجاح هذا التحول يتطلب تضافر جهود المؤسسات الأكاديمية والحكومية والمجتمع لتحقيق تغيير جوهري في منظومة التعليم العالي بما يدعم التنمية الاقتصادية المستدامة. Abstract: This study aims to explore the strategic transformation pathways of Algerian universities from the traditional model to the entrepreneurial model using a descriptive and analytical methodology to evaluate the frameworks and policies necessary for this transition in light of leading international experiences. The study concludes that transitioning to the entrepreneurial model is a strategic imperative for supporting the Algerian economy and enhancing its competitiveness in facing future challenges. However, this transformation faces significant structural challenges, including limited funding, weak entrepreneurial culture, and insufficient interaction with productive sectors. To address these obstacles, the study recommends the development of educational programs that integrate entrepreneurship in a practical and interactive manner, the promotion of an entrepreneurial culture within university campuses, and the establishment of strategic partnerships with local and international stakeholders to foster innovation and secure necessary funding. The study also emphasizes the importance of Algerian universities adopting comprehensive and flexible approaches that leverage successful global experiences while adapting them to the local context. Finally, it concludes that the success of this transformation requires the concerted efforts of academic institutions, government entities, and society to achieve a fundamental shift in the higher education system that supports sustainable economic development.
