صلاحيات الأمين العام وتأثيرها على التسيير الإستراتيجي للبلدية في الجزائر

Résumé: تهدف هذه الدراسة إلى إبراز أهمية الأمين العام في التسيير الإستراتيجي للبلدية نظراً لطبيعة الصلاحيات الموكلة إليه لضمان تسيير إداري بلدي ذو كفاءة عالية بإعتباره يشكل همزة وصل بين الهيئات المعينة والمنتخبة على المستوى البلدية، وإستحواذه على مكانة هامة في هرم التسيير الإداري لها. شهد هذا المنصب مرحلتين أساسيتين من خلال قانون البلدية رقم 11-10 تم فيه الإشارة إلى منصب الأمين العام لكن دون التطرق لشروط تعينه والصلاحيات الممنوحة إليه والمرسوم التنفيذي رقم 16-320 المؤرخ 13 ديسمبر 2016 الذي يتضمن الأحكام العامة الخاصة بتولي منصب الأمين العام حدد المهام المخوله له والصلاحيات وطريقة التعين. This study aims to highlight the importance of the general Secretary in the strategic management of the municipality which due to the nature of efficiencies the entrusted to him in order to ensure an efficient administrative municipal management, who conndered as a link between the appointed and elected bodies at the municipal level. This position witnessed two basic stages through Municipal Law No. 11-10,that the general Secretary apper on it without mentioning the conditions the condition of his appointment and the powers granted to him n 16-320 dated on 13 december which contains the general laws to be general secratary that limited ti him and the way of oppointing him.
