معالجة الفساد في الجزائر: جديد الاستراتيجية الوطنية في مكافحة الفساد (السلطة العليا للشفافية والوقاية من الفساد ومكافحته أنموذجا)

Résumé: تهدف هذه الورقة البحثية إلى تقدير الدور الذي ستلعبه الهيئات والمؤسسات المركزية لمكافحة الفساد في السيطرة على خطورة جرائم الفساد، حيث أن نجاعة هذا الدور تبقى مرهونة بتحقيق مجموعة من المعايير والخصائص في نظامها القانوني، وتماشيا مع ماتم ذكره فقد ارتكزت الإصلاحات المؤسساتية التي تضمنها التعديل الدستوري الجزائري لسنة 2020، على ضمان تلك المعايير في المؤسسة المستقلة التي جاء بها ألا وهي "السلطة العليا للشفافية والوقاية من الفساد ومكافحته"، إيمانا من المؤسس الدستوري بفعاليتها في مواجهة الفساد وتنفيذا للاستراتجية الوطنية في مكافحة الفساد. This research paper aims to assess the role that central bodies and institutions will play in controlling the danger of systemic corruption, as the effectiveness of this role remains dependent on achieving a set of standards and characteristics in its legal system, and in line with what was mentioned, the institutional reforms included in the Algerian constitutional amendment of 2020 were based , to guarantee these standards in the independent institution that he came up with, which is the "Higher Authority for Transparency and the Prevention and Combating of Corruption", in the belief of the constitutional institution in its effectiveness in confronting corruption and implementing the national strategy in combating corruption.
