كفاءة وفعالية تكنولوجيا المعلومات لدعم جودة المراجعة الخارجية بالجزائر: دراسة ميدانية
Résumé: تهدف هذه الدراسة إلى قياس أثر كفاءة وفعالية استخدام تكنولوجيا المعلومات على جودة المراجعة الخارجية لعينة مختارة من مجموعة من المهنيين والأكاديميين, من خلال معرفة مدى إدراك هذه العينة لأهمية استخدام تكنولوجيا المعلومات في عملية المراجعة وتقييم درجات استخدامها, كما حاولت الدراسة أيضا الكشف عن مدى الترابط بين كفاءة وفعالية تكنولوجيا المعلومات من جهة وبين عناصر جودة المراجعة الخارجية من جهة أخرى. بعد عملية عرض وتحليل وتفسير مختلف جوانب الدراسة توصلنا من خلالها إلى أن نسبة 96 % من أفراد العينة يعتمدون بشكل أساس على النظام الالكتروني بدل النظام اليدوي, وأنه يوجد ارتباط ذو دلالة إحصائية بين كفاءة وفعالية تكنولوجيا المعلومات وبين عناصر جودة المراجعة الخارجية عند مستوى دلالة δ≤0.05, في حين يجب على المراجع أن يكون على الدراية الكافية بالبيئة الالكترونية المحيطة به مع توفره للخبرة المهنية والكفاءة العلمية اللازمة في جميع مراحل عملية المراجعة. This study aims to measure the impact of the efficiency and effectiveness of the use of information technology on the quality of the external review of a selected sample of a group of professionals and academics, by knowing the extent of this sample's awareness of the importance of using information technology in the review process and assessing the degrees of its use. The study also attempted to reveal the extent of the correlation between Efficiency and effectiveness of information technology, on the one hand, and elements of external audit quality on the other. After the process of presenting, analyzing, and interpreting the various aspects of the study, we concluded that 96% of respondents rely mainly on the electronic system instead of the manual system, and that there is a statistically significant correlation between the efficiency and effectiveness of information technology and the elements of external audit quality at the level of significance δ≤ 0.05, while the auditor must have sufficient knowledge of the electronic environment surrounding him, with the availability of professional experience and scientific competence necessary at all stages of the review process.
