النظام الانتخابي في الاردم لعام 2016 – دراسة تحليلة –

Résumé: تهدف هذه الدراسة إلى التعرف على طبيعة التزام الانتخابي الأردني والذي جرت بموجبه الانتخابات النيابية لعام 2016 والتعرف على كيفية تعامل الدستور الأردني وقانون الانتخاب لمجلس النواب مع النظام الانتخابي والتعرف على حق الانتخاب وحق الترشح لعضوية النواب الأردني وسمات النظام الانتخابي الأردني ، وقد توصلت الدراسة إلى أن الدستور الأردني لسنة 1952 وتعديلاته حدد الانتخاب بأنه انتخابا عاما ومباشرا وسريا ، بينما لم يحدد نوع النظام الانتخابي ، واحل ذلك إلى قانون الانتخاب لمجلس النواب وان قانون الانتخاب لمجلس النواب رقم 06 لسنة 2016 وتعديله اخذ بنظام انتخاب التمثيل النسبي – القائمة النسبية المفتوحة – وقد أوصلت الدراسة بان يتم تعديل قانون الانتخاب لمجلس النواب بحيث يتم زيادة عدد المقاعد النيابية ، واعتماد النظام الانتخابي المختلط الذي يقوم على الجمع بين نظام التمثيل النسبي ونظام الدوائر الفردية ، وان يتم تقسيم الدوائر الانتخابية إلى الدوائر الانتخابية الكبيرة على مستوى المحافظات ومناطق البدو والدوائر الانتخابية الصغيرة على مستوى التقسيمات الإدارية داخل المحافظات ومناطق البدو. This study aims to identify the nature of the Jordanian electoral fugitives, in which the 2016 parliamentary elections were held, and how the Jordanian constitution and electoral law deal with the electoral system, the right to vote, the right to run for parliament and the Jordanian electoral system. The Jordanian election of 1952 and its amendments determined the election as a general, direct and secret election, while it did not specify the type of the electoral system, and then passed the vote for the House of Representatives and the electoral law of the House of Representatives No. 06 of 2016,take the proportional representation system open relative list .the sudy recommended that the election law be amended to increase the number of parliamentary seats and adopt a mixed electoral system of individual constituencies. the electoral districts should be divided into large constituencies at the governorate .At the level of administrative divisions within the governorates and the Boudouin areas
