حدود الرقابة البرلمانية على الميزانية العمومية في الجزائر

Résumé: الملخص: يتناول البحث مراحل الرقابة البرلمانية على تنفيذ ميزانية الدولة، والمتمثلة بالمرحلة السابقة على التنفيذ والمرحلة المتزامنة على التنفيذ وأخيرا المرحلة اللاحقة على التنفيذ لغرض الوصول إلى الهدف النهائي للرقابة ألا وهو المحافظة على المال العام، من خلال تحديد مواطن الخلل ومحاولة تحجيمه ومعرفة الايجابيات ومحاولة تعزيزها، ولهذا كان لا بد من معرفة مدى فعالية هذه الرقابة في النظام القانوني الجزائري. Abstract: The present research deals with the distinct stages of parliamentary control over the efficient implementation of the state budget. This legal oversight process takes place at a prior stage to the implementation, in parallel, and subsequently to it. Parliamentary control holds as main purpose of preserving the public funds; by accurately identifying the shortcomings, intentionally trying to properly fix them on one hand and identifying the positives, and trying to encourage them on the other hand. As such, it is necessary to objectively evaluate the operationa .effectiveness of this parliamentary control over budget implementation
