الاقتصاد الرقمي وعلاقته بالنمو الاقتصادي في الجزائر خلال الفترة 2000-2022

Résumé: ملخص: هدفت الدراسة إلى إبراز العلاقة بين الاقتصاد الرقمي والنمو الاقتصادي في الجزائر خلال الفترة الزمنية (2000-2022). ويستند هذا إلى نظرية النمو الداخلي؛ إذ يشتمل النموذج القياسي على بحث أثر متغيرين، يشملان عدد مشتركي الانترنت وعدد مشتركي الهاتف النقال. واستخدمت الدراسة المنهج الوصفي لمعرفة أهم أسس ومؤشرات الاقتصاد الرقمي، ودراسة موقف الجزائر من الاقتصاد الرقمي، وقد اعتمدت الدراسة على الأسلوب القياسي باستخدام منهجية الانحدار الذاتي للفجوات الزمنية الموزعة لدراسة تأثير الاقتصاد الرقمي على النمو الاقتصادي في الجزائر. وتوصلت الدراسة أن كل من عدد مشتركي الانترنت وعدد مشتركي الهاتف النقال الذين يمثلان أهم أليات الاقتصاد الرقمي لهما تأثير طردي على الناتج المحلي الإجمالي في الأجل الطويل في الجزائر وفقا لاختبار ARDL، مما يعني أن الاقتصاد الرقمي له تأثير طردي على النمو الاقتصادي في الجزائر. وقد أوصت الدراسة بأهمية تعزيز أليات تطبيق الاقتصاد الرقمي في الجزائر من خلال توسيع نطاق شبكة الانترنت في الجزائر وتحسين جودتها، وتسهيل اشتراك الافراد في الانترنت وتخفيض قيمة الاشتراك من أجل تسهيل وصول الأفراد إلى الخدمات المتعددة مثل الخدمات التعليم عن بعد، والتسويق الالكتروني للمنتجات والخدمات المختلفة والصيرفة، وكذلك نشر الوعي بالتكنولوجيا الجديدة، حيث يتزامن ذلك مع توجه الحكومة الجزائرية وذلك من أجل زيادة نمو الناتج المحلي الإجمالي، وتحقيق النمو الاقتصادي المنشود. Abstract: The study aimed to highlight the relationship between Algeria's digital economy and economic growth over the period of time (2000-2022).relationship between Algeria's digital economy and economic growth over the period 2000–2022. This is based on the theory of internal growth. The economitric model includes two variables, including the number of Internet subscribers and the number of mobile phone subscribers. The study used the descriptive approach to identify the most important foundations and indicators of the digital economy and to study Algeria's vision on the digital economy. using the methodology of Autoregressive Distributed Lag to study the impact of the digital economy on Algeria's economic growth. The study found that, according to the ARDL test, both the number of Internet subscribers and the number of mobile phone subscribers, representing the most important mechanisms of the digital economy, had an unilateral impact on Algeria's long-term gross domestic product (GDP), which meant that the digital economy had an exponential impact on Algeria's economic growth. The study recommended the importance of strengthening the mechanisms for the application of Algeria's digital economy by expanding and improving the quality of the Internet in Algeria to facilitate individuals' participation in the Internet and reduce the value of subscriptions in order to facilitate people's access to multiple services such as distance education, electronic marketing of various products and services, and banking, as well as the dissemination of awareness of new technology. This coincides with the Algerian government's drive to increase GDP growth and achieve the desired economic growth. Keywords: digital economy; ARDL; ICT; economic growth.
