تجربة الدول العربية في التحفيز على الإبلاغ عن الفساد الجزائر وتونس نموذجاً

Résumé: بالنظر للدور الكبير الذي يؤديه المبلغون في تنفيذ إستراتيجية الكشف عن جرائم الفســـــــــــاد ومكافحتها، اهتمت أغلب الدول - بما فيها العربية - بهذه الفئة وكرست آليات قانونية لتحفيز المبلغين وتشجيعهم على أداء دورهم في الإبلاغ عن مختلف أشكال الفساد. ومن هذه الدول نجد الجزائر وتونس. تسعى هذه الدراسة إلى تسليط الضوء على الآليات التحفيزية المكرسة في كلا القانونين، لتعزيز سياسة الإبلاغ عن الفساد، ورصد مختلف مظاهر الاتفاق والتباين بين القانونين في هذا المجال. Considering the important role that whistleblowers play in implementing the strategy for detecting and combating corruption offenses, most countries - including Arab countries - have paid attention to this category and have established dedicated legal mechanisms to motivate whistleblowers and encourage them to play their role in reporting various forms of corruption, among these countries, Algeria and Tunisia. This study seeks to shed light on the motivation mechanisms enshrined in the two laws, to strengthen the corruption reporting policy, and monitor the various manifestations of agreement and contrast between the two laws in this area.
