القانون العضوي 18-15المتعلق بقوانين المالية وإصلاح تسيير المالية العمومية

Résumé: يهـــدف هذا المقال إلى توضيــــــــح العلاقة بين إصــــــــلاح تسيير المالية العمومية وتبـني القانون العضـــــــــــوي 18-15المتعلق بقوانين المالية باعتباره يشكل دستورا للمالية العمومية، من خلال التطرق للسياق العام للإصلاح المالي في الجزائر سواء على الصعيد الوطني أو الدولي، والتركيز على دواعي تبني القانون العضوي، وأهم مستجداته القانونية الرامية لتحسين تسيير المالية العمومية. This article aims to clarify the relationship between reforming the management of public finances and adopting the organic law18-15 related to financial laws as constituting a constitution for public finances, by addressing the general context of financial reform in Algeria, whether at the national or international level, Focusing on the reasons for adopting the organic law and its most important legal developments aimed at improving the management of public finances
