الطائرات بدون طيار: التنظيم والمسؤولية المدينة

Résumé: تعرف الطائرة بأنها مركبة هوائية، تعمل بقوة محركة وتستمد قوة رفعها للطيران من رد فعل حركة الهواء على أسطحها، وتظل ثابتة في ظروف طيران معينة، وتتصف بالضخامة ووجود كابينة قيادة، أما الآن فقد ظهرت الطائرات التي تتميز بعدم وجود طيار على متنها، نظرا لصغر حجمها، ويتم توجيهها من على بعد، وتسمى بـــ"الدرون". وفي العصر الحالي ازداد استخدام هذه الطائرات في شتى المجالات، الشيء الذي زادت معه نسب الحوادث التي تنتج جراء هاته الاستخدامات. لذلك، ستتطرق ورقتنا البحثية فيما إذا كان ينطبق مفهوم الطائرة المأهولة مع مفهوم الطائرات بدون طيار؟ وما هي المسؤولية المدنية المترتبة عن الاستخدام المدني للطائرات بدون طيار؟ The airplane is an aircraft, powered by an engine, and it is maintained in flight thanks to aerodynamic reactions on surfaces. Itremains fixed under given flight conditions. The airplane is characterized by its size and a control cabin. But recently we have seen the emergence of planes which can be steered from a distance, due to their small size. This plane is called the drone. At the present time, the drone is increasingly used in various fields, which has increased accident rates. It is within this framework that our research will examine if the concept of airplane also applies to the unmanned airplane? And what is the civil liability arising from the civilian use of drones?
