واقع مكانة رئيس الحكومة في الدستور المغربي لسنة 2011

Résumé: ملخص باللغة العربية: لعل من ابرز ما جاء به الدستور المغربي لسنة 2011 هو الانتقال من مؤسسة الوزير الأول الى مؤسسة رئيس الحكومة ،وتقوية أدواره واختصاصاته في النظام الدستوري المغربي حيث أتى بمستجدات جديدة طالت المؤسسة الحكومية ،سواء من حيث تأليفها او مكانتها واختصاصاتها ودور رئيسها بل وتمت دسترة مجلس الحكومة لأول مرة لكن مع ذلك يصعب القول انه يؤسس لتحول جوهري في طبيعة العلاقة الناظمة بين رئيس الحكومة ورئيس الدولة حيث يظل هذا الأخير يتمتع بصلاحيات واسعة تسمح له بأن يتحكم في عمل الحكومة وفي السلطة التنفيذية ، كمؤسسة فاعلة داخل النظام الدستوري المغربي ملخص باللغة الإنجليزية : Perhaps the most prominent of the Moroccan constitution for the year 2011 is the transition from the institution of the Prime Minister to the institution of the Prime Minister, and strengthen its roles and competences in the constitutional system of Morocco, where he brought new developments affected the governmental institution, both in terms of composition or position and jurisdiction and the role of its president and even the Constitution of the Council of Government For the first time.
