واقع الإستثمار الأجنبي المباشر في ظل تحولات قانون الإستثمار الجزائري خلال (1962_2016).

Résumé: الملخص: الهدف من المقال تسليط الضوء على مدى تأثير التغيرات في مناخ الإستثمار القانوني على تدفق الإستثمار الأجنبي المباشر، إلى الجزائر خلال(1962_2016). لهذا إستجابة لشروط منهجية إعداد مقال بمعنى بهدف الإجابة على الإشكالية المطروحة قمنا بتقسيم هذا المقال إلى محورين هامين، الأول خلصنا إلى مناخ الإستثمار يجمع بين عدة عوامل جاذبة للإستثمار لا يمكن الإحلال فيما بينها،أو الإهتمام بالبعض و إهمال البعض أما الثاني توصلنا من خلاله بأن تحولات العوامل القانونية كغيرها من عوامل جذب الإستثمار الأجنبي الأخرى، لها تأثير كبير في تغيير حجم تدفق هذا الأخير للدولة، وأحسن دليل على ذلك ما حدث خلال سنة2016 زيادة حجم تدفق الإستثمار الأجنبي المباشر الوارد للجزائر، رغم إنخفاض سعر البترول في الأسواق العالمية. لهذا ننصح الدولة بالإهتمام أكثر بالإطار القانوني للإستثمار للحصول على الحجم المرغوب من الإستثمارات الأجنبية، خاصة المباشرة منها و بدون إهمال بقية العوامل الجاذبة الأخرى للإستثمار. Abstract This paper aims at shedding some light on the extent of the impact of legal investment climate variations on foreign direct investment influx in Algeria between1962-2016. In order to fulfill methodology requirements in terms of solving a research problem, we divide this research work into two important parts. The first one underscores the fact that investment climate encompasses many investment attracting factors which we have to address on equal footing without distinction between them. The second one argues that legal factors variations, like other foreign investment attracting factors, have strong influence on these latter's fluxes in a given state. A clear evidence of these two facts is given by increases of foreign direct investment in Algeria, in 2016 despite crashing oil prices in international markets. This research paper recommends that the Algerian State gives more attention and interest to legal bases of investment to get more fluxes of foreign investments, especially direct ones without dismissing other attracting factors.
