Résumé: تهتم هذه المذكرة بدراسة موضوع الإصلاح الميزانياتي ودوره في ترشيد الإنفاق العام ،حيث تتناول دراسة تحليل واقع نظام التسيير الميزانياتي للدول ومحتوى إصلاحه، والصعوبات التي من شأنها أن تواجه تطبيق هذا الإصلاح. ودرست ترشيد الإنفاق العام الذي يعتبر خطوة مهمة نحو تخصيص أمثل للموارد في ظل شح مصادر التمويل، و التزامها مؤخرا بمشروع لتحديث نظامها الميزاني كخطوة تنتقل بها من التسيير القائم على الوسائل إلي التسيير القائم على النتائج . This memorandum is Concerned with studuig the issue of budget reform and its role in rationalizing public spemdimg .it deals with the analysis of the reqltg of the state budget mauagement sgstem and the conteut of its reform, and the difficulties that woued face the implenrentatiou of this reform and the stuay of rationaligation of public spending , which is au importaut step tow ards optimal allocation of resources in liglit of the scarcity of fundug sources aud its recent commitment to a proyect to modernize its budgetary system ,as a step to move from means .based management to results .based management.
