محاولة قياس كفاءة الدول العربية في استهلاك الطاقة باستخدام أسلوب تحليل مغلف البيانات An Attempt To Measure The Efficiency Of Arab Countries In Energy Consumption Using The Data Envelope Analysis Method

Résumé: هدفت الدراسة إلى قياس كفاءة 14 دولة عربية في استهلاك الطاقة للفترة 2015-2019 باستخدام أسلوب تحليل مغلف البيانات ذو التوجيه المدخلي، نموذج تغير الغلة إلى الحجم (BCC-I)، بالاعتماد على نصيب الفرد من استهلاك الطاقة الكهربائية (بالكيلو وات ساعة) كمدخلات، ونصيب الفرد من إجمالي الناتج المحلي وفقا لتعادل القوة الشرائية (بالأسعار الجارية للدولار الدولي) ونصيب الفرد من انبعاثات غاز ثاني أكسيد الكربون (بالطن المتري) كمخرجات. وتوصلت الدراسة إلى أن الدول العربية محل الدراسة حققت متوسط كفاءة للفترة (2015-2019) قدره (0,823)، وأن هناك تباين بين معدلات الكفاءة لهذه الدول، حيث حققت 03 دول متوسطات كفاءة كاملة، و05 دول متوسطات كفاءة ما بين (0,900) و(1,000)، أما بقية الدول فحققت متوسطات كفاءة أقل من (0,900)، بالإضافة إلى أن القيام بالتحسينات المطلوبة لسنة 2019 يمكن أن يساهم في تحسين الكفاءة في استهلاك الطاقة بخفض متوسط نصيب الفرد من استهلاك الطاقة الكهربائية من 7.094,27 كيلو وات ساعة إلى 5.396,05 كيلو وات ساعة، وخفض متوسط نصيب الفرد من انبعاثات غاز ثاني أكسيد الكربون من 11,20 إلى 10,37 طن متري، لذلك يتعين على واضعي السياسات العامة في الدول العربية اتخاذ قرارات وإجراءات أكثر فعالية من أجل تحسين كفاءة استهلاك الطاقة.: The study aimed to measure the efficiency of 14 Arab countries in energy consumption for the period (2015-2019) using the data envelope analysis method with input guidance, the variable returns to scale (BCC-I), based on Electricity consumption per capita (in kilowatt-hours) as inputs, GDP per capita (in current US$) and CO2 emissions per capita (in metric tons) as outputs. The study concluded that the Arab countries under study achieved an average efficiency for the period (2015-2019) of (0,823), and that there is a discrepancy between the efficiency rates of these countries, as 03 countries achieved averages of complete efficiency (1,000), and 05 countries averaged efficiency between (0,900) and (1,000), while the rest of the countries achieved averages of efficiency less than (0,900), In addition, making the required improvements for the year 2019 could contribute to improving efficiency in energy consumption by reducing the average electricity consumption per capita from 7.094,27 kWh to 5.396,05 kWh, and reduce the average CO2 emissions per capita from 11,20 to 10,37 metric tons, therefore, public policy makers in Arab countries should take more effective decisions and actions to improve energy efficiency
