Résumé: :الملخص عملت منظمة الأمم المتحدة على إرساء مبادئ الشرعية الدولية ،والتي تعد المرجعية التي تعاير بها بالقياس إليها جميع مواقف الدول وسلوكياتها في المجال الدولي، حيث تتضمن هذه الشرعية جملة من المبادئ ، أهمها مبدأ عدم استخدام القوة في العلاقات الدولية ، إضافة ما يتخذه مجلس الأمن من قرارات من أجل حفظ السلم والأمن الدوليين، ينبغي معايرة مواقف الدول وسلوكياتها تجاه القضايا الدولية وفق مبدأ وحدة المعيار، الذي يتطلب المساواة التامة بين الدول فيما يخص تطبيق الشرعية الدولية،ووجود دول دائمة العضوية في مجلس الأمن يجعل العمل بهذا المعيار غير منسق لتضارب مصالحها ، الأمر الذي يجعلها تمارس ازدواجية المعيار والكيل بمكيالين تجاه القضايا لا تتفق مع مصالحها، ومن بين القضايا الدولية التي لم يطبق فيها قرارات مجلس الأمن : قضية الحرب على أوكرانيا، والعدوان الإسرائيلي على فلسطين Abstract: .
