Résumé: تمثل التنمية الاقتصادية القائمة على النماذج العنقودية، سياسة تتبناها العديد من الاقتصادات التي يمكنها نظريًا تحقيق منافع متعددة من حيث التنمية الإقليمية، والقدرة التنافسية في الصناعة. كما يمكنها أن تخلق بيئة اقتصادية من شأنها أن تتكيف بسهولة أكبر مع الأحداث مثل: الأزمات الاقتصادية، أو غيرها من التحولات الاقتصادية والاجتماعية. نستعرض في هذه الورقة نماذج لعوامل المحددة للعنقود الناجح في جزئها النظري، ثم تقييم التأثير المتنوع للعناقيد الصناعية على القدرة التنافسية للمناطق عالية التطور، والأقل تطورا على مراحل مختلفة من التنمية الاقتصادية، من خلال دراسة تطبيقية لتجمعات العنقودية للاتحاد الأوروبي، مقسمة وفقًا لمراحل قدرتها التنافسية، بهدف فهم أهمية وقوة العلاقة بين القدرة التنافسية وتطور العناقيد. The economic development based on cluster models represents a policy many economies adopt, it can theoretically achieve multiple benefits whence regional development. The industrial clusters strategy has protruded as one of the economic growth engines, and enhancement of specific industries competitiveness, as it can create an economical environment that can easily adapt to greater events, such as, economical crisis or any of the other economical and social changes. This paper will expose the different typologies of the determinants factors of a successful cluster. It then will assess the diverse impact of industrial clusters on the competitiveness of highly developed and less development areas. This will be accomplished through an empirical investigation of the European Union's clusters with the aim of understanding the importance and strength of the correlation between competitiveness and the development clusters.
