Résumé: تهدف دراسة موضوع أثر الإدارة الإلكترونية على مبادئ سير المرفق العام إلى توضيح مدى تأثير الإدارة الإلكترونية على أهم المبادئ الأساسية التي تحكم سير المرافق العامة، ومدى مواكبة هذه المبادئ وتأقلمها مع التطور التكنولوجي. ومن خلال إتباع خطة الدراسة والمتمثله في المحور الأول والذي تطرقنا من خلاله أثر الإدارة الإلكترونية على مبدأ دوام سير المرافق العامة بإنتظام وإطراد، والمحور الثاني والمتمثل في دراسة أثر الإدارة الإلكترونية على مبدأ المساواة أمام المرافق العامة والمحور الثالث والمعنون بـ أثر الإدارة الإلكترونية على مبدأ قابلية المرفق العام للتعديل والتغيير، وتوصلنا للعديد من النتائج أهمها: إن الإنتقال من نظام الإدارة التقليدية لنظام الإدارة الإلكترونية يعد إستجابة للمصلحة العامة، التي تقتضي تطوير المرافق العامة في الدولة وبدورنا وضعنا العديد من التوصيات التي تهدف لدعم وتعزيز نجاح مبادئ الإدارة الإلكترونية، وأهم تلك التوصيات إنشاء أماكن عامة، مجهزة بأجهزة الحاسوب تمكن المواطن العادي الذي لا يمتلك حاسوبا في بيته من الدخول على شبكة الإدارة الإلكترونية، والتمتع بخدماتها The study of the issue of the impact of electronic management on the principles of the functioning of the public facility aims to clarify the extent of the impact of electronic management on the most basic principles that govern the functioning of public facilities, and the extent to which these principles are kept up, and adapted to the technological development.
