Résumé: تهدف هذه الورقة إلى بيان أثر الإدارة الإلكترونية على تطويع وتفسير المبادئ الأساسية التي تحكم المرافق العامة لتتوافق مع النظام الإلكتروني، من خلال إبراز علاقة الإدارة الإلكترونية بكل من مبدأ استمرارية المرفق العام، ومبدأ المساواة بين المنتفعين، ومبدأ قابلية المرفق العام للتغير، بحيث توصلنا إلى أن تبني المرفق العام لنظام الإدارة الإلكترونية في عملية تسييره يؤكد على ضمان المبادئ التي تحكم المرفق العام، فهو يضمن دوام سير المرافق العامة باطراد وانتظام، ويدعم بشكل كبير المساواة بين متلقي الخدمة، كما أنّ الإدارة الإلكترونية تعد التطبيق العملي لمبدأ مواكبة المرافق العامة للتطورات والمستجدات والتغيرات. الكلمات المفتاحية: الإدارة الإلكترونية- مبدأ استمرارية المرفق العام –مبدأ المساواة بين المنتفعين- مبدأ قابلية المرفق العام للتغيير.
