اللجوء البيئي ظاهرة عصرية تهدد الأمن الإنساني

Résumé: عند بزوغ مفهوم الأمن الإنساني بعد الحرب الباردة، تغيرت المفاهيم التقليدية للأمن و أصبح يعنى بتهديدات أخرى عصرية، عابرة للحدود، لا يمكن تحديد مداها ولا مصدرها، ولا التنبؤ بزمن ظهورها ولا وقت انجلائها، من قبيل المخاطر البيئية.حيث أن المشاكل البيئية مثل تغير في المناخ والكوارث الطبيعية و غيرها من المشاكل، أخلت بنظام الأمن البيئي في بعض الدول، و الذي يعتبر بعدا مهما من أبعاد الأمن الإنساني، و له علاقة تكاملية مع بقية الأبعاد، و هذا ما أدى إلى خلق ظاهرة جديدة تهدد الأمن الإنساني، و هي ظاهرة اللجوء البيئي. تهدف هذه المقالة بشكل رئيسي إلى تسليط الضوء على الانعكاسات السلبية لظاهرة اللجوء البيئي على معادلة الأمن الإنساني. حيث خلصنا إلى أن اللجوء البيئي ظاهرة عصرية جاءت نتيجة لانعدام الأمن البيئي، و تؤثر سلبا على مجالات الأمن الإنساني السبعة، و على مخرجات التنمية المستدامة التي يحققها الأمن الإنساني في الدول المستضيفة. As the concept of human security became prominent following the end of the Cold War, the old concepts of security have shifted to encompass modern, borderless threats that are difficult to determine or foresee in terms of their source, extent, timing or end, such as environmental risks. Environmental problems as climate change, natural disasters and others have compromised the environmental security framework in some countries, which represents an important aspect of human security with complementary ties to other dimensions. This has led to the emergence of a new threat to human security, namely environmental asylum. The principal aim of this article is to shed light on the negative implications of the environmental asylum phenomenon on the equation of human security. It is evident that environmental asylum is a modern-day occurrence resulting from the absence of environmental security. This situation has a detrimental impact on the seven areas of human security and the sustainable development outcomes achieved by human security in host countries.
