قياس درجة استقلالية بنك الجزائر خلال الفترة 1990-2017
Résumé: الملخص:تهدف هذه الدراسة إلى إبراز قضية استقلالية البنك المركزي التي أحدثت جدلا واسعا بين مدارس الفكر الاقتصادي بين مؤيد ومعارض، وحاولنا من خلالها قياس استقلالية بنك الجزائر وفق قانون النقد والقرض على مدى طول الإصلاحات التي طرأت عليه من إصداره إلى التعديل الأخير سنة 2017، باعتمادنا على المنهج الوصفي والتحليلي لمختلف القوانين المنظمة لبنك الجزائر، وخلصت الدراسة بأن درجة استقلالية بنك الجزائر تعتبر نسبية وهذا من الجانب القانوني فقط. Abstract : This study aims to highlight the issue of the independence of the Central Bank, which caused a wide debate between schools of economic thought between supporters and opponents. We have tried to measure the independence of the Bank of Algeria in accordance with the Monetary and Loan Law over the length of its reforms from its issuance to the last amendment in 2017. The study concluded that the degree of independence of the Bank of Algeria is relative and this is from the legal side Just.
