واقع بطالة الجامعيين في الجزائر وفرص إدماجهم مهنيا خلال الفترة 2008-2012

Résumé: ملخـص: تهدف هذه الدراسة إلى إلقاء الضوء على واقع بطالة الجامعيين في الجزائر وكذا عملية إدماجهم مهنيا من خلال التركيز على السياسة الوطنية المنتهجة منذ سنة 2008 والمتجسدة في "جهاز المساعدة على الإدماج المهني"، وذلك قصد تقييم الجهود المبذولة من طرف الدولة في محاربة هذا النوع من البطالة التي تمس الفئة المتعلّمة من المجتمع ومساعيها لإدماجهم في سوق العمل. وقد خلصت الدراسة إلى جملة من النتائج تشير إلى أنّ جهاز المساعدة على الإدماج المهني بشكل خاص، وكذا برامج التشغيل المختلفة بشكل عام التي أنشأتها الحكومات المتعاقبة بهدف تحقيق الإدماج المهني لخريجي الجامعة؛ هي أدوات هامّة وفعّالة في التخفيف من حدّة بطالة الجامعيين، إلاّ أنّها تبقى حلول مؤقتة لم تصل إلى الحلول النهائية وهي القضاء على بطالة هاته الفئة، وهو ما أثّر على سوق العمل الجزائري الذي شهد تراجعا كبيرا في توفير مناصب الشغل القارّة للجامعيين. Abstract: This study aims to focus on the reality of university graduates unemployment in Algeria, as well as the process of integrating them professionally by focusing on national policy advocating since 2008, which is embodied in “professional integration helper device”. and this meant for assessing efforts by the state in it’s fight against this kind of unemployment, which effects the educated class of the society and the state’s efforts to integrate them into labor market. The study led to a number of findings suggest that a professional integration helper device in particular, as well as various labor programs in general which is created by successive governments in order to achieve the professional integration of university graduates, those are important and effective tools to reduce their unemployment. but it remain temporary solutions that did not reach the final stage which is the elimination of unemployment of this category, and that’s what effected the Algerian labor market who has seen significant decrease in providing permanent jobs for university graduates.
