واقع تشغيل خريجي الجامعة بين مواصفات الشهادة الجامعية ومتطلبات سوق العمل. – دراسة ميدانية على عينة من خريجي الجامعة العاملين في إطار عقود الإدماج-

Résumé: تناولنا من خلال هذا المقال موضوعا نراه من فلسفتنا الخاصّة بأنّه جدّ مهمّاً؛ ألا وهو إشكالية تشغيل خريجي الجامعة بين مواصفات الشهادة الجامعية ومتطلّبات سوق العمل، من خلال تسليط الضوء على برنامج عقود الإدماج المهني؛ وهو البحث الذي هدفنا من خلاله إلى تشخيص واقع التشغيل بعقود الإدماج لخرّيجي الجامعة، ومدى إمكانية إدماجهم مهنيا في مناصب عمل دائمة، ومقابل هذا خلص البحث إلى أنّ جهاز المساعدة على الإدماج المهني بصفة عامة، وعقود الإدماج لخريجي الجامعات وحملة الشهادات بصفة خاصة، قد تمكّنت من التخفيف من حدّة بطالة الخرّيجين الجامعيين، إلاّ أنّها تبقى مجرّد حلول مؤقتة لم ترتق لمستوى إدماجهم مهنيا، لسبب في ذلك يرجع لعدم التوافق بين سياسة التكوين الجامعي وما يتطلّبه سوق العمل من تخصصات، إضافة إلى طغيان المعالجة الاجتماعية السياسية على سياسات التشغيل المختلفة على حساب المعالجة الاقتصادية، وبالتالي تحوّل التشغيل إلى مجرّد امتصاص للشباب العاطل عن العمل ولضغوطه الاجتماعية، بدل أن يكون تشغيلا للمورد الاقتصادي استجابة لاحتياجات اجتماعية ونفسية لدى طالبي العمل من خريجي الجامعات من جهة، ولمتطلّبات سوق العمل من جهة ثانية. Abstract: In this article, we have addressed a topic that we consider to be very important: the problem of university graduates running between university and job market requirements by shedding light on the program of professional integration contracts. And the extent to which they can be professionally integrated into permanent employment positions. In contrast, the research concluded that, in general, Integration contracts for university graduates and certificate holders in particular, have been able to alleviate the unemployment of university graduates, However, they remain only temporary solutions that did not rise to the level of their professional integration, due to the incompatibility between the university training policy and the labor market requirements of specialization. In addition, the social and political oppression of the various operating policies at the expense of economic treatment, To unemployed youth and to social pressures, rather than to the operation of the economic resource in response to the social and psychological needs of job seekers of university graduates on the one hand, and the requirements of the labor market on the other hand.
