الاقتصاد المعرفي في الدول العربية– دراسة تحليلية لمؤشر المعرفة العالمي

Résumé: الملخص : تهدف الدراسة إلى التعرف على مدى اندماج الدول العربية في اقتصاد المعرفة وذلك باتباع المنهج الوصفي التحليلي، لإبراز الجوانب النظرية للبحث وتحليل واقع الاقتصاد المعرفي في الدول العربية، من خلال تحليل المؤشرات الفرعية لمؤشر المعرفة العالمي لسنة 2021. وقد خلصت الدراسة إلى أن هناك تفاوت كبير في ترتيب الدول العربية في مؤشر المعرفة العالمي، إذ أن معظم الدول العربية يظل أداؤها في مؤشر المعرفة العالمي ضعيف وتحتل مراتب متأخرة بينما تحتل الدول الخليجية مراتب متقدمة، مما أدى إلى اتساع الفجوة المعرفية بين الدول العربية بسبب عدم الاستقرار والصراعات الداخلية في بعض الدول، وانتشار الفساد وغياب الارادة السياسية في دول أخرى، كما تعتبر الامارات دولة رائدة في مجال الاقتصاد المعرفي باعتبارها الأولى عربيا والحادية عشر عالميا في ترتيب مؤشر المعرفة العالمي. الكلمات المفتاحية: اقتصاد المعرفة، التعليم، البحث والابتكار، تكنولوجيا المعلومات والاتصالات، البيئة التمكينية. تصنيف JEL: A12 ،O32،O33. Abstract: This study aims to know the extent integrated the arab countries in knowledge economy through follow the analytical and description approach to showing the theory concepts for research and analyse the reality of knowledge economy in arab countries, through analyse the sub- indixes of world knowledge indicator for year 2021. The study concluded that the more different in classification of arab countries compared the world knowledege indicator, which the most arab countries know the weak performance compared the world knowledge indicator, while the Gulf countries are classified in advanced class. so, the vast knowledge gap between arab countries because instable and interne conflits in some countries and spread the corruption and absent the political will in other countries, the arab emirate is considered the leader country in knowledge economy field which classified the first in arab level and eleven in world knowledge indicator classification.
