واقع رأس المال المعرفي في الجزائر – دراسة تحليلية لمؤشر المعرفة العالمي The Reality Of Knowledge Capital In Algeria - An Analytical Study Of The Global Knowledge Index

Résumé: تهدف هذه الورقة البحثية إلى دراسة وصفية استقرائية لموضوع رأس المال المعرفي لأهميته بالغة في الاقتصاد المعرفي، من خلال تحديد مفهوم رأس المال المعرفي وأهميته والأبعاد التي يقوم عليها. كما تناولت الدراسة آليات الاستثمار في رأس المال المعرفي واستقراء وتحليل مؤشر المعرفة العالمي الخاص بالجزائر في مجالاته السبعة (التعليم قبل الجامعي، التعليم التقني والتدريب المهني، التعليم العالي، البحث والتطوير والابتكار، تكنولوجيا المعلومات والاتصال، الاقتصاد والبيئات التمكينية العامة) وذلك من أجل الوقوف على واقع الجزائر من رأس المال المعرفي ومكانتها العالمية وفق برنامج الأمم المتحدة الإنمائي ومؤسَّسة محمد بن راشد آل مكتوم للمعرفة. وقد توصلنا في الأخير إلى وجود تدني في مستوى رأسمال المعرفي الجزائري في مجالاتها السبعة. This research paper aims at an inductive descriptive study of the subject of knowledge capital due to its extreme importance in knowledge economy, by defining its concept, its importance and the dimensions on which it is based. The study also addressed the mechanisms for investing in knowledge capital and extrapolating and analyzing Algeria's global knowledge index in its seven areas (pre-university education, technical and vocational education and training, higher education, research, development and innovation, information and communications technology, economy and the general enabling environment.). and This is in order to determine the reality of Algeria in terms of knowledge capital and its position in the world according to UNDP and the Mohamed Ben Rashid Al Maktoum Knowledge Foundation. Finally, we found that there is a decline in the level of Algerian knowledge capital in its seven areas.
