دور التخطيط الحضري في حماية البيئة، دراسة حالة أدوات التعمير لبلدية بئر العاتر. الجزائر

Résumé: يتطرّق البحث لإشكالية حماية البيئة في الجزائر؛ ويهدف للإجابة عن مدى مساهمة أدوات التعمير المطبّقة في هذا الموضوع . أعِدَّ البحث في مرحلة أولى وفق مقاربة تحليليّة تناولت دراسة نظرية موجزة لعناصر الموضوع، وفي مرحلة ثانية سِيق البحث لدراسة حالة مدينة بئر العاتر من خلال البحث الميداني عن دور مخططات التعمير في حماية البيئة. وقد خلُصَ البحث لمحدودية دور مخططات التعمير في حماية البيئة، واقتصارها على وضع اللوائح والإرشادات المتعلقة بسلامة السكان، وعلى ضوء هذه النتائج قدّمت بعض التوصيات لاستحداث الآليات المناسبة لحماية البيئة وتحديدها كأولوية في سياق التخطيط الحضري. The research addresses the problem of environmental protection in Algeria; It aims to answer the extent to which the urbanism tools applied in this subject The research was prepared in a first stage according to an analytical approach that dealt with a brief theoretical study of the elements of the subject, and in a second stage the research was carried out to study the case of the city of Bir El-Ater through field research on the role of urbanism plans in protecting the environment. The research concluded that the role of urbanism plans in protecting the environment is limited, and that it is limited to the development of regulations and guidelines related to population safety. In the light of these results, some recommendations were made to develop appropriate mechanisms to protect the environment and define them as a priority in the context of urban planning.
