دور الجماعات الإقليمية في الجزائر في إدارة مخاطر الكوارث الصحية "فيروس كورونا كوفيد19"

Résumé: سعت الدراسة إلى التعرف على واقع إدارة الكارثة الصحية "فيروس كورونا" على المستوى المحلي، وهذا انطلاقا من أن الجماعات الإقليمية تعد الشريك الأساسي للدولة في تنفيذ القوانين وإدارة الأزمات، حيث خولها المشرع العديد من الاختصاصات في مجال الحفاظ على الصحة العمومية، وعليه تتبلور الإشكالية في كيفية تفعيل الاختصاصات في إدارة الجائحة والحد من مخاطرها، خلصت الدراسة إلى أن هناك عوائق تواجه حكامة إدارة الكارثة الصحية بالرغم من توفر منظومة من التشريعات الخاصة بتسيير الكوارث والوقاية منها، وقد أوصت بضرورة إدماج مخاطر الكوارث الصحية في المخططات التنموية، وتفعيل الشراكة المجتمعية،والتعاون اللامركزي : The study aims at addressing how the local authorities deal with the coronavirus pandemic, especially they are considered as the main partner of the country in law enforcement and crisis management. In addition, the local authorities have many powers in the field of public health preservation. However, the question here is: How can make the role of local authorities more effectiveness to better deal with coronavirus and reduce its serious impacts? The research concludes that they are many obstacles witch face the mission of local authorities, despites the existence of several disaster prevention laws. Therefore, the paper recommends by stressing the importance of incorporation of health disasters into the development plans, and the activation of social partnership and decentralized cooperation.
