التمويل الوقفي بين المؤبّد والمؤقّت، الصكوك الوقفية نموذجا

Résumé: تتباين مصادر التمويل في الاقتصاد الإسلامي حسب عدة اعتبارات، فمن مصادر داخلية إلى مصادر خارجية، ومن مصادر تبرعية إلى مصادر تشاركية، ومن مصادر مؤقتة إلى مصادر مؤبدة،ويعد التمويل الوقفي من بين التمويلات التي يمكن أن تكون حصيلتها مؤقتة لا تسترد مثلها مثل الهبات والهدايا والصدقات، أو تكون حصيلتها مؤبدة فإما ترد مشفوعة بعوائد أو بدون عوائد متفق عليها سلفا. ونهدف في هذا البحث أن نسلط الضوء على التمويل الوقفي، باعتباره من التبرعات في التمويل الإسلامي خصوصا بتبني صيغة الوقف النقدي من خلال عملية تصكيك رأس مال المشروع أو تسهيم الحصيلة التي ترغب المؤسسة الوقفية في تجميع مواردها. Abstract: Funding sources in the Islamic economy are different according to several considerations, from internal sources to external sources, from voluntary sources to participatory sources, and from temporary sources to permanent sources, and waqf (endowment) financing is among the funds whose proceeds may be temporary and not recoverable, such as donations, gifts, and charities, or their outcome is permanent, either they are returned with or without agreed returns from the beginning. Our aim in this research is to shed light on waqf (endowment) financing, as it is a donation in Islamic finance, especially by adopting a form of a monetary waqf (endowment) through the process of molding the project capital or contributing to the outcome that the endowment institution wants to accumulate its resources.
