سياسة التجديد الفلاحي في الجزائر بين النظرية والتطبيق

Résumé: Agricultural and rural renewal policy has been used to demonstrate the strong determination towards changing agricultural organization, consolidating modernist principles in this sector, and developing the Algerian countryside. These efforts are made by the government to rebuild its economy and to go along with the developments taking place in the world for the important role of the agricultural sector in the national economy. This sector is directly related to an issue that concerns developing countries: food dependency on developed countries. This policy’s new approach tries to provide farmers with economic help as far as the choice of helping tools, which are provided by the government as part of agricultural support and are based on positive and effective participation, is concerned. It appears that the study region is rich of significant natural and human resources which vary from the north to the south. The topographic aspects define the Upper Plains in the north, the grazing regions are found in the midland, and mountainous aspect prevails in the south. These differences resulted in variation in other natural factors such as climate, plants and the hydrographic network in spite of the different natural barriers like slopes which affect the quality of soil and water level in some regions. The applied study of rural and agricultural renewal policy revealed some drawbacks and conditions that must be reconsidered. This is one way to start all over again to better the current situation through cooperation and widening inspection in the agricultural sector which has got an important strategic role in the country’s economy. It is required to improve the agricultural performance in Algeria for the given competition today. The world has become a small village after globalization. Therefore, national agriculture has to adapt with the new system and confront the challenges brought by globalization. Agricultural survival is dependent on conforming to competition criteria which are based on quality and effectiveness.
