المدن الذكية في مواجهة جائحة كورونا: قراءة في ضرورات التحول.

Résumé: يهدف هذا البحث للتعريف بالمدن الذكية وتحديد أهم خصائصها والمتمثلة في التطبيقات التكنولوجية الذكية، ثم عرض تجارب لمدن ذكية عالمية أثبتت جدارتها وفعاليتها في مواجهة مخلفات فيروس كورونا في جميع المجالات الحياتية مقارنة بمدن تقليدية عادية عملاقة موجودة في العالم، وهو الأمر الذي دفع الكثير من الخبراء والأكاديميين في تخصصات متعددة إلى إعادة طرح فكرة التحول (هي فكرة ليست جديدة ولكن ازداد الإلحاح على استخدامها وتطبيقها في ظل التداعيات التي أنتجتها جائحة كورونا) إلى المدن الذكية أو إحداث المزيد من التطور في تلك القائمة كمخرج عملي للتعامل مع مختلف التهديدات التي تواجه المدن الذكية. وفي هذا السياق، حاول البحث تقديم مجموعة من الآليات للتحول إلى مدن ذكية أو تطوير تلك الموجودة في الواقع، وعلى رأسها ضرورة توافر البيئة القانونية والتشريعية الملائمة، تطوير البنى الأساسية لتقنيات المعلومات والاتصالات، العمل على بناء القدرات والمهارات وإدارة التغيير، الاستخدام الواسع والآمن للتطبيقات الذكية، توفير التمويل اللازم للتحول وتسيير شؤون المدينة الذكية، وأخيرا، ضرورة وجود حوكمة للمدن الذكية. This research aims to introduce smart cities and identify their most important characteristics represented in smart technological applications , and then present experiences of global smart cities that have proven their worth and effectiveness in facing the Corona virus results in all areas of life compared to traditional giant ordinary cities in the world. Which prompted many experts and academics in various disciplines to re-brand the idea of transformations (it is not a new idea, but the urgency to use and apply it in light of the repercussions produced by the Corona pandemic) to smart cities or to make more development that exist as a pratical way to facing various smart cities threats In this context, the research attempted to present many mechanisms to transform into smart cities or develop this that exist in reality, like the need for appropriate legal and legislative environment, building capacities and skills and managing change, making wide and safe use of smart applications, providing the necessary funding for transformation and managing smart city affairs, and finally the need for smart city governance
