العقيد لطفي بين القائد العسكري والخبير الاقتصادي... Colonel Lotfi As A Military Leader And Economic Expert

Résumé: يعتبر دغين بن علي (1934 – 1960) المعروف تاريخيا بالعقيد لطفي قائد الولاية التاريخية الخامسة، أحد الفاعلين في الثورة التحريرية الجزائرية، فبالرغم من حنكته العسكرية، ومن أبرز المخططين المتميزين الذين عرفتهم الثورة في الجانب العسكري، إلا أن هذا لم يمنعه بالتفكير في الجوانب الأخرى للجزائر خاصة الميدان الاقتصادي، بحيث كانت له نظرة لجزائر ما بعد الاستقلال، إذ تمكن وهو في الجبل من انجاز دراسة اجتماعية واقتصادية تتمحور حول ورشات من شأنها تمييز جزائر الاستقلال عن الجزائر أثناء الثورة. وهذا باستغلال كل المجالات وتوظيف الثروات الباطنية، وعلى هذا الأساس يمكن القول إن العقيد لطفي كانت له نظرة مستقبلية لبناء الدولة الوطنية الجزائرية. ولهذا جاء موضوع دراستنا ليبرز نظرة العقيد لطفي الاستشرافية للنظام الاقتصادي لجزائر ما بعد الاستقلال. :Abstract Deghin Ben Ali (1934-1960), the leader of the fifth hystorical region. He is also known as Akid Lotfi .The leader is considered as one of the activist of the Algerian revolution and although he was one of the brilliant planners of the military field and his martial cleverness, he did not hesitate to think about the other domains in Algeria especially the economique and social field , not only that but he had also a view of post- independence Algeria, and during his living in the mountain, the leader was able to accomplish a social and economique study that focused on worksthops that would distinguish Algeria during colonization and after the independence by exploiting all domanis and employing underground wealth , and on this basis it can be said that the Colonel Lotfi had a future previston to establish Algerian national state. The subject of our study aims to highlight Colonel Lotfi’s forward-looking view of the social and economique system after independence
