الدراسات المستقبلية و الاستشرافية في مواجهة مشكلات المنطقة العربية - ثورات الربيع العربي انموذجا-

Résumé: ملخص: تزايد الاهتمام الدولي بالدراسات المستقبلية خاصة في مراكز صنع القرار وأجهزة الأمن والاستخبارات، و المنظمات الدولية وذلك بإجراء بحوث الاستشراف. والملفت للانتباه أن عدداً كبيرا من تلك الدراسات يتعلق بمستقبل المنطقة العربية. خاصة ما يتعلق بثورات الربيع العربي والمشكلات والأزمات المترتبة عنها والتي لا يزال العالم العربي يتخبط فيها لحد اليوم في سوريا وليبيا واليمن وانتشرت الجماعات الإرهابية وتراجعت أسعار النفط، وظهرت دراسات استشرافية أجنبية تتوقع نهاية عصر البترول وظهور تكنولوجيات جديدة ستغير العالم وموازين القوى الجيوسياسية والاقتصادية. وعليه ستكون هذه الورقة البحثية محاولة لتسليط الضوء على واقع الدراسات الاستشرافية في الوطن العربي ودورها خلال الأزمات، خاصة بما يتعلق ثورات الربيع العربي وما ترتب عنها من مشكلات وأزمات. Abstract: Increased international attention to future studies, especially in decision-making centers, security and intelligence agencies, and international organizations, by conducting foresight research. Interestingly, a large number of these studies relate to the future of the Arab region. There have been foreign foresight studies that predict the end of the oil age and the emergence of new technologies that will change the world and the balance of geopolitical and economic forces. Therefore, this paper will attempt to shed light on the on the studies in the Arab world and their role during crises, especially with regard to the revolutions of the Arab Spring and the consequent problems and crises.
